High electronegavity?

Electronegativity means the tendency of an atom to attract electrons of another atoms which was shared during chemical bonding (covalent bonding) between the two atom. If atoms have high electronegativity, the electrons will flow most of the time to that atoms since those atoms have strong attraction of the shared electron.
There are two factors to consider the atoms Electronegativity:
The number of the energy level and the number of protons
The bigger the energy level, the lesser the electronegativity that is when you move down in the same group in the periodic table.
The bigger the number of protons with the same number of energy level, the higher the electronegativity. Which means, the bigger the number of protons and the lesser the number of energy level, the higher its electronegativity.
